Bob, during normal running the P & S anchors would be attached to their respective anchor winches.
The piccy shows the bow anchor connected, during what looks like a tranny. This is not normal!

Ah, I see now.  Aside from my 1969 crossing photos, the only other bow photo I have is from 1974 which shows the two chains connected to the port and starboard anchors, not the bow anchor. 

The photo I posted above is leaving New York or the next day and the one attached here is our stop at Cobh before moving on to La Harvre and Southampton.  Looks like the bow anchor was connected the entire crossing.

I want to say that the above photo was taken from the deck in front of the Lookout Bar.  I don't see any reflections from the Lookout Bar windows (i.e. taken inside) and the deck railing is not visible which usually would be if taken inside.
