Tracer's error on QE2's frame 289 and "starved horse" fore-body

My sister spotted this on a framed photo in Strathclyde University's Marine engineering department.  Unfortunately she lost the right hand side of the poster, but there's enough to get the idea.

I've never heard the phrase "starved horse" but I presume it basically means "ribs sticking out"

But whats the story with Frame 289?  It says a tracer's error meant it doesn't match the shape of the surrounding frames.

We never got any reply's to Rob's question on the tracer's error , but maybe we have people reading this who can provide some information.
